What is PACT?

PACT stands for Police And Communities Together.

It is an initiative from Lancashire Constabulary aimed at giving villagers a say in how Rufford and Holmeswood are policed.

The PACT process gives you the chance to meet your neighbourhood policing team every month, have a say on how the parish is policed and monitor police performance.

At the PACT meeting you can say what issues concern you. After discussion, a smaller group called a PACT panel decides on the top three policing priorities for the month.

The neighbourhood policing team will report back to the next meeting on progress on solving the issues - sometimes working with other agencies.

PACT meetings are open to everyone but if you cannot attend a PACT meeting, you can email the team with details of what you want them to know. They will then keep you updated about what they are planning to do about it.

Recent Issues:
The neighbourhood policing teams have recently received comments from members of the public regarding officers using their mobile phones whilst out patrolling, instead of concentrating on speeding cars for example.
In order to address this issue the neighbourhood teams have explained why they use phones whilst on patrol:

  • All neighbourhood teams in Lancashire have been issued with PDAs. These look like phones but are essentially hand held computers.
  • The officers can use the PDAs to carry out their police work without having to spend time at the police station. This means being visible and accessible to the community they serve.
  • PDAs are an important addition but by no means distracts the officers from their work or their level of concentration whilst patrolling.

    Neighbourhood Watch

    The Lancashire Neighbourhood Watch network is critical to achieving success and its members are considered by the Constabulary to be key partners. The Constabulary has worked with the Lancashire NHW Forum and signed a Service Level Agreement (SLA) that will set out how both organisations will work together.

    Join a Neighbourhood Watch Scheme
    Neighbourhood Watch schemes encourage communities to work together to protect themselves and their property, which in turn can help to reduce the fear of crime and improve the local environment.

    Become a Volunteer
    There are a number of ways to get involved directly to help your community by volunteering with Lancashire Constabulary.
    Opportunities can include helping to run PACT meetings, assisting at police station front counters or helping support services.

    Special Constabulary
    Special constables are volunteers who carry out a variety of roles alongside regular officers to help police their communities.
    They have the same powers as regular police officers (e.g. being able to arrest), wear a similar uniform and face the same challenges, but the role is a part-time one - a minimum of four hours each week, normally at evenings and weekends.
    Specials form an important part of local policing teams and carry out a whole range of policing duties, including foot patrols, road safety initiatives and house to house enquiries.
